Technically yes it could be. 
What I would do in that case is in the older project simply turn the terrains into stamps. 

To do this go to the Gaia Manager - Advanced - Scanner. 
Then scan the terrains, turn them into stamps, and save these images outside of the project. 
After that go into the new project and bring them over. 

Then you could re texture them either through the biomes or add the textures back in and then create a custom biome.

Unity 2022.3.10f1 is maybe bugged? I was trying update this 2022.3.9  and same 2021 HDRP versions in that... i got weird shader errors and terrain was no showing.

Shader error in 'Hidden/Terrain_4_5-20211209 - 162602_Base270805686': Couldn't open include file 'Packages/com.unity.render-pipelines.high-definition/Runtime/ShaderLibrary/ShaderGraphHeader.hlsl'. at line 21761

Deleting library didn't work...

@Carp Hmm, that is interesting, we got a similar issue a few days ago, not related to Gaia where the user had a similar shader error. The thread is here:

The include file that is mentioned "Packages/com.unity.render-pipelines.high-definition/Runtime/ShaderLibrary/ShaderGraphHeader.hlsl" should normally be part of the HD render pipeline installation. 

The file should be here in your project:

Do you have that file in that folder, or is it missing?

The user mentioned they were able to "force" this file, but not 100% sure what this means, I asked for the exact solution in the other thread.

also just saw that if you add them from 2021 unity versions it would fail. You must have your project closed to add them from copy paste ( i did by creating a new 2022 hdrp project took them from the files paste them into the .10 2022 hdrp and now everything works amazing).
