How do i spawn Billboard grass around everywhere not just some part?

Hi i noticed in my created biome the billboard grass just spawns in some areas, how do you make it spawn in more areas or all?

I would check your masks to see if they can spawn there. 
Then I would check to make sure it can spawn on the texture.
