How do you stop the rain when you go indoors?

You would need to add the interior weather volume. 
Right click in the Hierarchy - Procedural Worlds - Gaia - Interior Weather Volume.

Is this per scene, or does it have to be placed on every game object that has an interior?

This would need to be put in the objects that have interiors.
