Unable to Spawn anything.

When creating a new spawner and spawn rules. Then spawning global or local no spawning occurs. Rules say 0 of 0

I have been trying for days many different ways with no luck. Pleas advise.

Can you please try to add the grass to the terrain and use the detail brush and paint the grass on? 
If this is not working there maybe something wrong with the grass itself. 

Also, according to the spawner there is 95250 spawns. 
You could hit the  icon and see where this grass is actually spawning. 
This is our visualization tool, and the color bits is where the grass should spawn.
