I think I have a solution for you, I just attempted to do this recently. 

What I did (depending on your SRP some information might change and Unity Version) but I created a box collider and removed the mesh render. 

Next I changed the box collider to IsTriggered:

Then I added a Volume Component: 
This allowed me to change the mode to local, and add priority.

Note you may need to adjust the priority as needed. 

Here is an example of what it looks like: Normal out side of the cube:

Inside the box:

Lastly you would want to Add Override at the bottom and click on what ever sky suites you:
