Advice on improvement Terrain Loader

I'm working on big project with high-res assets. And sometimes in a team. We have a streamed sliced world. But it is not enough and sometimes we need to divide job. I want to improve Terrain Loader and make it that Terrain Scene has not 2 scenes (Main and Impostor) rather than 6-7. Like, 1 - for terrain, 2 - for roads, 3 - for Gaia Spawns, 4 - for Gena Spawns, 5 - for Level Design, 6 - for some other stuff, etc. 


So, my idea to extend terrain loader manager. It has flags for each type of scene what does it load. And if flag is checked in - loads that type


So, any undrewater rocks there are? Why there are only two types - impostor and main?
