2021 vs 2023

I currently own 2021 pro. I'm about to start a new project with Unity 2023 with the URP for VR. Is there any benefit to purchasing 2023 for this project? Are there any major improvements or new features in 2023, or should I stick with 2021? I'm also considering purchasing GeNa for this project.

That depends on what Unity version you are going to use. 
If you are using Unity 2020.3-2023.1 I would use Gaia Pro 2021. 
If you plan on going past Unity 2023.1 then I would use Gaia Pro 2023. 

Gaia Pro 2023 is a lighter-weight version and is more modular. 
So getting rid of bloat is way easier. 
Not to mention we integrated all of Unity's new systems:
New player controller, new grass instance indirect system, new water system, etc. 

Gaia Pro 2023 had a lot of normal improvements as well.
